It was incorporated in 1965 by wedding the Middlesex Borough of Twickenham and the Surrey Borough of Richmond.

Some national organisations have officially declared under their own constitution that the Surrey side of the borough has been ‘adopted’ by Middlesex. They say to split the local authority into its two proper County parts would raise complications, so instead they have chosen to foster Richmond in Middlesex!
